That the Mayor be authorized to sign a binational Cooperation Agreement between the City of El Paso (“City”) and El Colegio de la Frontera Norte, Asociación Civil (“El COLEF”) to conduct a longitudinal survey to collect information and capture cross-border social and economic activities for a period of twenty five (25) months for the amount of $266,157.00 with an option to extend for an additional twenty four (24) months for an additional $262,628.00.
