Direct the City Manager to work with the Metropolitan Planning Organization (MPO), Texas Department of Transportation (TXDOT), the County of El Paso and other applicable regional partners to study congestion in East El Paso to identify an appropriate study area and transportation analysis zone and develop a plan to identify strategies and potential capital projects to mitigate congestion and accommodate future growth in the East El Paso Planning area.
