Title: That the City Council approves the appointment of Hector I. Ocaranza, M.D., as the local health authority for a two-year term, pursuant to Section 121.033 of the Texas Health and Safety Code, and delegates the authority to the Director of the Public Health Department to sign the Certificate of Authority for a Health Authority and to the City Manager or designee to execute all related agreements and forms required by the Department of State Health Services of the State of Texas. The health authority shall be compensated $4,166.67 per month during the term, except that in the event the World Health Organization declares a pandemic, and the El Paso City/County Emergency Management Plan, Pandemic Incident Annex ("EP-PIA") and Basic Plan ("Plan") are activated, compensation shall be set at a rate of $10,000.00 every two weeks until such time as the EP-PIA and Plan are deactivated.
