Background / DISCUSSION:

Discussion of the what, why, where, when, and how to enable Council to have reasonably complete description of he contemplated action.  This should include attachment of bid tabulation, or ordinance or resolution if appropriate.  What are the benefits to the City of this action?  What are the citizen concerns?

The following details each item in the proposed amendment:

a.                     A hold project was established for the remaining unallocated balance of CDBG-CV. Reduction of this “project” by $341,160 allows for completion of funding for the Inspira Hotel Emergency Shelter Project.

b.                     Adding 341,160 to the Inspira Hotel Emergency Shelter Project, in addition to the already budgeted $1.1 million, allows for operation of the project for four full months under CDBG-CV funding.

c.                     This sets aside $1.7 million in ESG-CV funds for rapidly rehousing individuals experiencing homelessness.

d.                     This sets aside $500,000 in ESG-CV funds to support emergency shelter operations in the community.

e.                     This sets aside $430,000 in ESG-CV funds for homeless prevention services including rental assistance.

f.                     This sets aside $234,248 in ESG-CV funds to bolster HMIS reporting.

g.                     This sets aside $100,000 in ESG-CV funds for street outreach activities for unsheltered homeless individuals.

A notice was published on the City of El Paso website on Wednesday, December 30, 2020 to begin a 5-day public comment period to allow for feedback regarding these proposed amendments to the 2019-2020 (45th Year) Annual Action Plan. The public comment period will conclude on Monday, January 4, 2021. Comments received will be shared with Mayor and Council.

The City received $3,757,367 in the 1st allocation of CARES Act CDBG-CV funds.

The City received $4,121,341 in the 2nd allocation of CARES Act CDBG-CV funds.

The City received $1,902,228 in the 1st allocation of ESG-CV funds.

The City received $3,964,248 in the 2nd allocation of ESG-CV funds.
