Discussion and action on a Resolution to approve an amendment to the City’s 2019-2020 (45th Year) Annual Action Plan for the Community Development Block Grant-Coronavirus (CDBG-CV) to:
a) Reduce the Project BRAVO - COVID-19 Emergency Housing Payment Assistance Program by $1,000,000 in CDBG-CV funds;
b) Add $1,000,000 in CDBG-CV funds to supplement the El Paso Rent Help Program, operated by Under One Roof;
c) Add $1,100,000 in CDBG-CV to create the Inspira Hotel Emergency Shelter Project, operated by Endeavors; and
d) Add $3,021,341 in CDBG-CV to create a "hold project" for the remaining balance of CDBG-CV funds.

Background / DISCUSSION:
Discussion of the what, why, where, when, and how to enable Council to have reasonably complete description of he contemplated action. This should include attachment of bid tabulation, or ordinance or resolution if appropriate. What are the benefits to the City of this action? What are the citizen concerns?
The following details each item in the proposed amendment:
a. Project BRAVO is unable to continue intake of applications in the month of December. This $1,000,000 reduction leaves $500,000 in the Project BRAVO - COVID-19 Emergency Housing Payment Assistance Program to continue to serve households already receiving assistance through the program.
b. Under One Roof and Paso Del Norte Foundation have expended the full $6 Million of Coronavirus Relief Funds under their existing contract. This addition of $1 Million in CDBG-CV will allow for El Paso households to apply for rental assistance during the month of December, and forward into 2021.
c. Creation of the Inspira Hotel Emergency Shelter Project for $1,100,000 will provide 80 hotel rooms for 4 months at the Inspira Hotel, located at 7815 N. Mesa St., 79932, which will allow for an increase in overflow emergency shelter capacity, and a path forward for transitioning out of the existing Delta Haven.
d. The Department of Housing and Urban Development requires that all CDBG-CV allocated funds within a single tranche of funding be included in an Annual Action Plan amendment. After funding the Inspira Hotel Project, the remaining $3,021,341 from the latest tranche of CDBG-CV funds will be assigned to a “hold project” until specific projects are finalized for allocation. Recommendations on those finalized allocations will be presented to Mayor and Council as part of a future Annual Action Plan amendment item.
A notice was published on the City of El Paso website on Wednesday, December 9, 2020 to begin a 5-day public comment period to allow for feedback regarding these proposed amendments to the 2019-2020 (45th Year) Annual Action Plan. The public comment period will conclude on Monday, December 14, 2020. Comments received will be shared with Mayor and Council.

The City received $3,757,367 in the 1st allocation of CARES Act CDBG-CV funds.
The City received $4,121,341 in the 2nd allocation of CARES Act CDBG-CV funds.
